People with power in the energy sector meet people with political power, and the character of Latvia as a reliable Western partner, one that is resilient to Russia’s carrots and sticks, is tested mightily. In Abraham Lincoln’s words “Nearly all men can stand adversity, but if you want to test a man’s character, give him power”, in a disturbing manner mirrors the ongoing process in energy market liberalization in Latvia.
